Which charge is the letter talking about? Name failure to file, failure to pay, interest, an information return, or a partnership or S corporation base before you trust the figure. The form number is what picks among them.

Why is five percent not multiplied by income? Five percent runs on the unpaid tax for each month or part of a month, and it caps at twenty five percent. Take the tax required to be shown, then take off timely payments and refundable credits. What remains is the base. Income is a wider number, and it is the wrong one.

Why can a partnership owe a charge when the tax is zero? The partnership filing has its own base, per partner per month, and that base can exist when income tax is zero. The dollar stays on the IRS page.
